Most likely sculpy. It's the most popular kind of modeling clay I've seen in use on dA, especially for miniature projects like these.

it's polymer clay but the brand I use is Fimo from Staedtler ^^

I have a question about your meringues. Do you use a pastry bag and tip to pipe them out, or do you hand sculpt them all? They're all so adorable and look perfectly alike. :)
